The Proportionality Guide intends to ensure that all requirements imposed by the contracting authority are proportionate to the object and scope of the public contract. It provides additional requirements on the determination of the scope of public contracts, the selection of specific tender procedures, the use of qualitative selection criteria and even in relation to the terms of the public contract itself.
